AHCA CARES ACT PROVIDER RELIEF FUND INFORMATION

To aid member facilities with navigating the CARES Act Provider Relief Fund materials, the American Health Care Association (AHCA) has prepared a general guidance document. The document includes:

  • Updated AHCA/NCAL CARES Act Provider Relief Fund FAQs;
  • A merged version of Tranches 1 and 2 Terms and Conditions with easily identifiable changes as well as a redline version of the SNF Allocation Terms and Conditions showing differences relative to the Tranches 1 & 2 Terms and Conditions. SNF Allocation has its own Terms & Conditions. Each of the three versions of the T&C must be attested to using TINs and award dollar amounts; and
  • DHHS updated the Fund FAQs twice this past week. To view the updated FAQ, click here.   Also, find attached table with updated FAQs with short AHCA/NCAL staff explanations where possible. Please note AHCA/NCAL staff commentary do not constitute business or strategic guidance nor should supplant state affiliate and/or member guidance from CPAs and legal counsel. Included in the updates are Change in Ownership (CHOW), Tax Identification Number (TIN), and other updates. We would like express our deep thanks to DHHS for reviewing our FAQ input and making changes based on AHCA/NCAL requests.

AHCA will continue to submit questions and examples of challenging fund scenarios to DHHS including CHOW, TIN aggregation, disaggregation, and additional questions about financial terminology and use of tax filing data for validation. Of note, however, DHHS has verbally indicated the Department’s goal is “maximum flexibility.” While AHCA will continue work with DHHS during the additional assentation window time, it is possible DHHS will defer to reconciliation and reporting documentation to address all scenarios.
