Payment of Outstanding Civil Monetary Penalties

Medicaid payment rule

In partnership with the U.S. Department of Treasury (Treasury), the Office of Financial Management (OFM) has instituted Pay.Gov for the payment of outstanding civil money penalties (CMPs). Pay.gov is the federal government’s secure portal for web-based collection and billing services which has been implemented to collect any money due to CMS. In order to initiate the CMP payment process, providers will go to:

https://www.pay.gov/public/form/start/998678093

Effective immediately providers should use Pay.Gov.  For any questions related to Pay.gov, please contact customer service at 1-800-624-1373.

What are the benefits of using Pay.Gov?

  • Pay.gov is a free of charge, US Treasury website that allows nursing facilities to make one time ACH payments to CMS.
  • Nursing Facilities have the option of registering with the website if they want to save their payment information or access their payment history. This will eliminate duplicate payments.
  • Open 24 hours a day, 7 days a week, including holidays and payments are received within 24-48 hours upon submitting payment through Pay.gov. Quicker processing time for payments.
  • Nursing facilities are required to complete all fields marked with * on the CMP form prior to submitting a payment in the pay.gov portal.

DO NOT submit CMP payments via Credit Gateway or send a paper check.  Long before the pandemic, CMS Atlanta stopped accepting paper checks.

Please share this update with administrators, business office managers and other staff responsible for submission of the CMP payments.
