Adjustment to CON Cost Thresholds

The NC Department of Health and Human Services, Division of Health Service Regulation has adjusted the certificate of need (CON) cost threshold amounts for the development of diagnostic centers, new institutional health services and for the acquisition of major medical and replacement equipment using the Medical Care Index (MCI) of the Consumer Price Index published by the U.S. Department of Labor on September 30 for the 12-month period preceding September 1.  

The percentage change in the MCI from August 31, 2022 to August 31, 2023 is -0.96%. 

Accordingly, the new CON cost threshold amounts for the above-referenced services and equipment are as follows:  

  • New Institutional Health Service- $3,961,600 
  • Diagnostic Centers- $2,971,200 
  • Major Medical Equipment- $1,980,800 
  • Replacement Equipment-$2,971,200
