FAIR RENTAL VALUE SQUARE FOOTAGE SURVEY

The North Carolina Health Care Facilities Association (NCHCFA) is working collaboratively with the North Carolina Division of Health Benefits (NC DHB) to gather data related to Fair Rental Value (FRV) in order to modernize the current Fair Rental Value system.  The implementation date of this new system is October 1, 2021.  Due to the fast approaching deadline, NC DHB accepted NCHCFA’s offer to gather the square footage information on their behalf.

Effective October 1, 2021, facility size will become one of the primary variables in the calculation of each facility’s FRV rate.  In order to calculate rates accurately under this modernized FRV methodology, information must be collected on square footage from each facility.  Although this information was gathered a few years ago for preliminary modeling purposes, all providers are being requested to submit information using the updated survey file to confirm that only current information will be used in calculating the new FRV rates.

Completion of this survey is extremely important because the data you provide will be used in future Medicaid rate setting for your facility.  The deadline for submission of this information is August 31, 2021.

The Excel survey form can be downloaded at https://www.nchcfa.org/wp-content/uploads/2021/08/FRV-Survey-2021-08-16.xlsx.  This Excel file includes instructions on completing and submitting the survey, an Adobe survey worksheet, and an Excel worksheet to be used in recording facility information.  It is recommended that facilities that are part of a chain coordinate with their corporate offices on completion of the survey.
