CMS Announces Pause to Civil Money Penalty Reinvestment Program

In mid-April of this year, CMS announced that it would pause the Civil Money Penalty Reimbursement Program (CMPRP) application process to review the program and its processes. After a five-month review, CMS has issued QSO-23-23-NHs, the CMPRP Revisions, effective September 25, 2023. The Memorandum states, “Over the last several years, CMS has approved a wide range of CMP-funded projects to benefit residents. As the program has grown, we have seen projects grow significantly in costs and scope, causing inconsistent availability and inequity in access to these interventions throughout the country. Therefore, CMS is revising the structure of the Civil Money Penalty Reinvestment Program (CMPRP) to better define the application criteria, clarify allowable and non-allowable uses of CMP funds, and establish funding maximums.”

This release has created an overwhelming number of questions for potential CMP applicants in NC. To address these questions, NCCCC will hold a Q&A session on October 5 at 2:00 – 3:30 p.m. An RSVP is required.
