Division of Health Benefits (DHB)

The Department of Health and Human Services (DHHS) oversees the Division of Health Benefits (DHB). The mission of DHB is to provide access to high quality, medically necessary health care for eligible North Carolina residents through cost-effective purchasing of health care services and products.


Medicaid is a health insurance program for low-income individuals and families who cannot afford health care costs. Medicaid serves low-income parents, children, seniors, and people with disabilities.

Medical Care Advisory Committee

The Medical Care Advisory Committee (MCAC) is an advisory committee to the Medicaid agency director on health and medical care services.
